The Liberal government has not explained why it has not done so, although experts have said there are a number of logistical and practical challenges to enforcing such a declaration.

Asked to explain why the government did not declare the IRGC a terrorist entity in an interview earlier today, Foreign Affairs Minister Mélanie Joly said in an interview that Trudeau would have more to say on this subject more late in the afternoon.

Trudeau announced that Canada was prosecuting a list of the Iranian regime, including the leadership of the Islamic Revolutionary Guard Corps, under the most powerful provision of federal immigration laws.

Trudeau said it has been used against regimes that have committed war crimes or genocide, such as in Bosnia and Rwanda, and will “raise the bar internationally in holding Iran accountable.”

Deputy Prime Minister Chrystia Freeland said Canada would also extend its sanctions and hold to account members of the Revolutionary Guards, which she called a “terrorist organization”.

Canada does not list the Iranian Revolutionary Guards as a terrorist entity.

Trudeau also said the federal government would create a new sanctions office and allocate $76 million to build the capacity of Global Affairs Canada and the RCMP to implement sanctions.
